Zaheer is a Red Lotus member and the principal antagonist of Book 3: Change. He becomes an airbender and uses that ability in pursuit of his political aims.
Airbending does not determine morality
Zaheer is a useful counterexample to the idea that everyone who practices airbending shares Tenzin's commitments. The element and the person's political choices are different things.
The Red Lotus conflict
His group challenges existing forms of authority and targets the Avatar. Book 3 makes the consequences personal for Korra, with effects that continue into the next book rather than disappearing after the confrontation.
Where to watch
Follow Book 3 in order and continue into Book 4 for the aftermath. Starting at a battle clip can show a technique while removing the reasons it matters to Korra's later condition.
